Call for Expressions of Interest – Project Evaluator, The Journey Project
Background
The Journey Project is an ongoing collaboration between the Public Legal Information Association of NL (Public Legal Information) and the NL Sexual Assault Crisis and Prevention Centre (NLSACPC). Operating its Legal Support Service since June 2018, the Journey Project provides individualized support, system navigation, and free legal advice to survivors of sexual violence and intimate partner violence in Newfoundland and Labrador.
The Journey Project has supported over 550 survivors of sexual violence and intimate partner violence. The project has also prioritized developing and delivering education for legal professionals and other service providers on trauma-informed practice, particularly when working with survivors. These educational sessions have been delivered to hundreds of lawyers, police officers, other professionals connected to the legal system, and service providers throughout Newfoundland and Labrador.
Overview
The Journey Project is seeking Expressions of Interest for a Project Evaluator. The successful Project Evaluator will work closely with The Journey Project’s team to conduction evaluation for the purposes of:
• Gathering evidence of outcomes for clients and other stakeholder groups; and
• Documenting effective practices, challenges and lessons learned
The Project Evaluation Contract is expected to commence on or before September 5th, 2023 and continue until March, 2026, with the possibility of extension if project funding allows and based on the agreement of the Project Evaluator and The Journey Project.
A fulsome Evaluation Framework, Plan, and set of Tools have already been developed. Scope of Work and Deliverables
The anticipated scope of work for the Project Evaluation Contract will include, but may not be limited to the following deliverables:
• Review the previously developed Project Evaluation Plan and make amendments or periodic updates to the Plan as required.
• Conduct evaluation research activity as per the Plan, including:
o Annual key informant interviews with clients (25) and community partners (25), as well as TJP staff and proponents;
o Development/updating of interview and survey tools as required;
o Additional targeted stakeholder research as outlined in the plan each year;
o Review and analysis of findings
• Reporting:
o Meet quarterly with the Journey Project Oversight Committee and provide an evaluation (activity and findings) update at each meeting and receive updates on TJP activity;
o Prepare an annual Evaluation Report for funders and contribute evaluation information to required regular project reports for funders;
o Develop infographics and other materials based on the annual Evaluation Report to help convey the impact and statistics related to the Journey Project to funders and key stakeholders;
o Ongoing correspondence and meetings with the Journey Project Team Coordinator and other staff as required to coordinate delivery of evaluation activity, gather program statistics to inform evaluation and receive updates on TJP activities.
Expression of Interest Procedure
Persons interested in the Project Evaluator Contract should prepare and submit an Expression of Interest to Public Legal Information’s Executive Director and the Journey Project’s Team Coordinator by email on or before June 20th, 2023. The expression should include:
• CV outlining the qualifications and experience of the Evaluator(s) submitting the proposal;
• An overview of the Evaluator(s) approach to evaluation;
• An overview of relevant examples of previous evaluation work (such as in the nonprofit/community sector, related to gender-based violence prevention, work with marginalized populations, or support work through a trauma-informed lens);
• Fees (Daily rate and any other considerations related to renumeration for this work);
NOTE – Selected candidates will be given access to the existing Evaluation Framework and Plan and will be required to submit a more detailed proposal, including anticipated timelines and fees for the entirety of the work outlined.
Expression of Interest Evaluation
Submitted Expressions of Interest will be evaluated based on the following factors:
• Qualifications and experience of the Evaluator(s)
• The approach to evaluation
• Prior experience conducting relevant evaluation work (as outlined above)
• Fees/daily rate
Expression of Interest/Request for Proposal Timeline
• June 20, 2023 – Deadline for Expressions of Interest
• July 5, 2023 – Communication with successful candidates; Request made for detailed proposal
• July 30, 2023 – Deadline for proposal submissions
• August 2023 – Communication with successfully Project Evaluator
• September 2023 – Commencement of project evaluation contract
