Adjudicators and the Appeal Process – Government of Newfoundland and Labrador Municipal and Provincial Affairs Update
As you may know, in the Spring of 2022, the Department brought forward changes to the Urban and Rural Planning Act, 2000 (URPA) to amend the appeal pro\visions in Part VI of the URPA. The bill received Royal Assent on June 1, 2022.

Under the amendments, the four current Regional Appeal Boards will be disestablished and replaced with a roster of professional adjudicators from across the province, adjudicating appeals in a consistent and efficient manner. Adjudicators would require a recognized professional designation relevant to administrative law and municipal development, such as a lawyer or certified professional land use planner. The adjudicators will be appointed from all regions of the province through the Independent Appointment Commission (IAC) process.
