Quadrennial Judicial Compensation and Benefits Commission Begins Inquiry
Ottawa, Ontario – November 19, 2024
The quadrennial Judicial Compensation and Benefits Commission has begun its inquiry into the adequacy of the salaries and other amounts payable under the Judges Act to federally appointed judges and associate judges of the Federal Court, as well as the adequacy of the judges’ benefits generally. The Commission welcomes comments from the public.

Quick Facts
- Mandate: The inquiry is held every four years, pursuant to section 26 of the Judges Act.
- History: The first Quadrennial Commission was established in September 1999. Subsequent Commissions followed in 2003, 2007, 2011, 2016, and 2020. This is the seventh Commission.
- Membership: The Commission consists of three members appointed by the Governor in Council:
- One member is nominated by the judiciary. For this Commission, that member is Douglas Hodson, K.C.
- A second member is nominated by the Minister of Justice and Attorney General of Canada. That member is Graham Flack.
- Together, these two members nominated Anne Giardini, O.C., O.B.C., K.C., to serve as Chair of the Commission.
- Scope of Inquiry: In conducting its inquiry, the Commission examines submissions in light of the following factors:
- The prevailing economic conditions in Canada, including the cost of living and the overall economic and financial position of the federal government;
- The role of financial security of the judiciary in ensuring judicial independence;
- The need to attract outstanding candidates to the judiciary; and
- Any other objective criteria the Commission considers relevant.
- Timeline: Under the provisions of the Judges Act, the Commission must submit a report containing its recommendations to the Minister of Justice. The Minister is required to respond to the report within four months of receiving it.
